Decisions from South planning committee on 4 December 2012

The following planning applications were considered and decided by Shropshire Council’s South planning committee at its meeting on Tuesday 4 December 2012 at Westgate, Bridgnorth.

Mowbray Lodge, Marshbrook, Church Stretton (12/01277/FUL)
Change of use and extension of dwelling to form residential parent and child assessment centre; conversion and re-roofing of garage to form meeting room and indoor play area; formation of two car parks; installation of replacement septic tank (amended plans).

Decision:

That delegated authority be given to Officers to approve the scheme as per the conditions set out in the report, and subject to the necessary drainage information being submitted to and approved by Shropshire Council’s drainage team.  Additionally, a Condition to be added in respect of Network Rail’s representations, as follows: 

  • Prior to the building being brought into use a scheme for the enclosure of the garden associated with the property shall be approved in writing by the Local Planning Authority; the approved scheme shall be implemented in full in complete accordance with the approved scheme; and shall thereafter be maintained.

35 Simpsons Lane, Broseley (12/02692/FUL)
Erection of a dwelling.

Decision:

That, planning permission be granted in accordance with the Officer’s recommendation, subject to: 

  • A Section 106 Agreement in respect of an affordable housing contribution;  
  • Condition No. 7 to be amended to ensure an enhanced study be undertaken to assess the longer term future of the trees prior to the commencement of the development; and 
  • Prior to the commencement of the development a Traffic Management Plan shall be approved in writing by the Local Planning Authority.

Disused Windmill, Hillside, Ditton Priors (12/02797/FUL)
Conversion of existing windmill to dwelling to include a ground floor extension.

Decision:

That, subject to a Section 106 Agreement in respect of an affordable housing contribution, planning permission be granted in accordance with the Officer’s recommendation.

Land North of Park Close, Kinlet (12/03325/FUL)
Erection of a single storey (affordable) dwelling.

Decision:

That the application be deferred to negotiate a revision to the proposed external materials and design of the high level windows.

Engine and Tender Inn, Broome, Craven Arms (12/03473/FUL)
Conversion of existing public house into two residential units.

Decision:

That, contrary to the Officer’s recommendation, planning permission be refused for the following reasons: 

  • The proposed development would result in the permanent loss of a valued local facility to a community where this service is considered important to social and economic vitality and a high quality of life. Insufficient evidence has been provided to demonstrate that reasonable attempts have been made to maintain a viable business by exploring the potential diversification of the business. While the property has been advertised for sale it is considered that the guide figures quoted for offers have not reflected the current market value of The Engine and Tender Inn as a public house and these figures would have deterred potential purchasers. It has not, therefore, been clearly established that the public house could not be made viable in the future. Consequently the proposal is contrary to policies CS1, CS6 and CS8 of the Shropshire Core Strategy, to policy RR4 of the West Midlands Regional Spatial Strategy and paragraphs 28 and 70 of the National Planning Policy Framework.

Land adjacent 35 Coalport Road, Broseley (12/03572/FUL)
Erection of one bungalow with detached garage; creation of new vehicular and
pedestrian accesses.

Decision

That, contrary to the Officer’s recommendation, planning permission be refused for the following reason: 

  • The proposed development, by reason of the positioning of the proposed garage close to the western site boundary preventing the provision of a landscaped boundary treatment; the steep pitched roof to the bungalow resulting in a substantial roof structure, coupled with the large footprint of the proposed structures relative to the plot size, would result in a development which would have a domineering impact upon the adjacent Grade 2 listed building at 33 Coalport Road, adversely affecting the setting and residential amenities of that listed building.  The proposed development is therefore contrary to Shropshire Core Strategy policies CS6 and CS17, West Midlands Regional Spatial Strategy policy QE5 and paragraphs 132 to 134 of the National Planning Policy Framework.

Erection of a detached property for use as holiday let accommodation.

Decision

That planning permission be granted in accordance with the Officer’s recommendation.
